It must of had a note in the book if someone comes looking for information on Yinglet transformation to detain them and friends. That would mean that they expected or was waiting for this to happen.
Turns out it was more like “we got reports of an unknown female yinglet running around the city escorted by a human (and whatever they call Isher), this could be diplomatically sensitive if the enclave thinks we’ve been hiding a female, be on the lookout for anything weird involving yinglets.”
