It’s slightly different from the one you have in mind. The one on Viracroix’x hat has paired leaves or petals on the stem. The Reed of Carnal Beckoning (see page 23) has alternating leaves or petals.
Other than the theories put forth already, one possibility is that Isher might either be or wish to be a woman, given his (her?) earlier personal interest in Kass’ switching genders. Not so much out of any sense of dysphoria but out of an intense sense of curiosity. The plant Ignevaut mentioned looks a lot like the one used in the Yinglet enclave by their women to signal that they are looking for a mate hints at this.
