Even with it, putting him near Narklet is probably a bad idea. Vizlet also remarked that Lopin isn’t good at shutting up and keeping secrets at some point, I think. It’s best for everyone that Lopin stays behind.
My thought as well. Even assuming diplomatic immunity is a concept in this world his presence would harm the mission: forge an alliance between the Valsalia Enclave and House Ivenmoth. Bringing an exile into their midst, legal or not, is going to upset important people and harm relations.

I can’t tell if Lopin actually forgot or is playing at something.
It’s hard to believe he forgot, after having that awful moment in the infirmary the first time he put on the nurse’s outfit, and then that … interesting … follow-up encounter with Beizel. And he’s smarter than the average yinglet. I suspect he’s up to something, but it is hard to tell quite yet.
